Vollstreckungsankündigung — the last letter before enforcement begins
A Vollstreckungsankündigung says a debt is overdue and enforcement will begin unless payment arrives by a stated date. At this stage the letter is about collection — normally the underlying claim is already final.

This is the last warning before actual enforcement. It says a debt — taxes, fees, fines, or a titled private claim — is overdue, and that enforcement will begin unless you pay by a stated date.
For taxes, the authority itself confirms this sequencing: as a rule, arrears are dunned or an announcement of enforcement is sent before the Finanzamt takes collection measures (Bavarian tax authority).
At this stage the underlying claim is normally already final. The letter is about how the money will be collected, not about whether you owe it.
Who sends it
The enforcement unit of a public creditor — a Finanzamt Vollstreckungsstelle, a Stadtkasse or Stadtsteueramt, a Hauptzollamt — or a Gerichtsvollzieher (court bailiff) acting on a private creditor's title.

If you do nothing
Enforcement can begin without any further warning — and, for public creditors, without any court. The Finanzamt's measures include attachment of wages and bank accounts and seizure of movable property and real estate, effected by its own Pfändungsverfügung served on your bank (AO §309). A Gerichtsvollzieher moves to the asset-disclosure stage two weeks after the payment demand (ZPO §802f).

Common questions
Can they really seize my account without a court?
For public creditors, yes. The Finanzamt attaches wages and bank accounts by its own Pfändungsverfügung served on your bank (AO §309) — no court is involved.
