Постановление по делу об административном правонарушении — the ГИБДД fine explained

A Постановление по делу об административном правонарушении is a decision imposing a fine for a traffic violation, most often recorded by a camera. Three dates matter: 10 days to appeal, 30 days from issue to pay with a 25% discount, and 60 days to pay in full after it takes force.

This is a decision that imposes a fine for a traffic violation — speeding, a lane violation, parking — most often recorded by an automatic camera. It names the violation and the amount, and for camera cases comes with a photo of the car.

You received it because a car registered to you, or driven by you, was recorded violating traffic rules. Municipal bodies such as МАДИ and АМПП in Moscow issue parking fines in the same form.

The amount is payable at a 25% discount within 30 days — counted from the date the постановление was issued, not received. Until 1 January 2025 the discount was 50% within 20 days; the current rule is 25% within 30 days.

Who sends it

Госавтоинспекция (ГИБДД) МВД России — the state traffic police; its ЦАФАП units issue camera fines. Municipal bodies such as МАДИ and АМПП in Moscow issue parking fines under the same КоАП procedure.

The deadline

Three clocks: (1) appeal within 10 days of delivery/receipt of the copy (КоАП РФ ст. 30.3); (2) pay 75% of the amount (25% discount) within 30 days from the date the постановление was ISSUED — most Chapter-12 traffic fines, with exclusions for drunk driving, repeat offenses, causing injury etc. (КоАП РФ ст. 32.2 ч. 1.3); (3) pay in full within 60 days after it enters into legal force (КоАП РФ ст. 32.2 ч. 1). NOTE: until 1 January 2025 the discount was 50% within 20 days — the current rule is 25% within 30 days.

Three clocks run. An appeal can be filed within 10 days of delivery or receipt of the copy (КоАП РФ ст. 30.3). 75% of the amount — a 25% discount — can be paid within 30 days from the date the постановление was issued, not received, for most Chapter-12 traffic fines, with exclusions for drunk driving, repeat offenses, causing injury and similar (КоАП РФ ст. 32.2 ч. 1.3). Full payment is due within 60 days after it enters into legal force, which happens once the 10-day appeal window expires unappealed (КоАП РФ ст. 32.2 ч. 1, ст. 31.1). If you do nothing

After 10 days unappealed the постановление enters into force. After 60 more days unpaid it is sent to bailiffs for forced collection, and non-payment itself is a separate offense: a new fine at double the unpaid amount (minimum 1,000 ₽), or administrative arrest up to 15 days, or up to 50 hours of compulsory work (КоАП РФ ст. 32.2 ч. 5, ст. 20.25 ч. 1).

How it escalates

01Day 10: the постановление enters into legal force (КоАП РФ ст. 31.1).
02Day 70 (60 days after entry into force): the unpaid fine is referred to ФССП for forced collection (КоАП РФ ст. 32.2 ч. 5).
03A protocol under ст. 20.25 КоАП РФ is drawn up: a double fine (minimum 1,000 ₽), or arrest up to 15 суток, or обязательные работы up to 50 hours.
04ФССП opens enforcement: 5 days voluntary, then the 12% fee (minimum 2,000 ₽), account debits, and with accumulated fines of 30,000 ₽ or more a travel ban (ФЗ-229 ст. 30, 112, 67).

Your options, procedurally

75% of the amount can be paid within 30 days of the issue date via Госуслуги, a bank app or the УИН number (КоАП РФ ст. 32.2 ч. 1.3); not available for the excluded violations listed there.
An appeal (жалоба) can be filed within 10 days to the issuing authority's superior or to the district court — free of state duty; filing an appeal postpones entry into force (КоАП РФ ст. 30.3).
If the 10 days passed for a good reason, such as a letter that arrived late, a ходатайство о восстановлении срока can be filed with the appeal (КоАП РФ ст. 30.3 ч. 2).
If someone else was driving the car on a camera fine, an appeal can be filed with proof of who was driving.
Payment in full can be made within 60 days of entry into force if the discount window is gone (КоАП РФ ст. 32.2 ч. 1).

Common questions

When do the 30 discount days start — when I got the letter?

No. They start on the date the постановление was issued, not received. Camera fines often use up part of the 30 days before the letter is seen.

Is the discount still 50%?

No. Until 1 January 2025 it was 50% within 20 days. The current rule is 25% within 30 days from issue (КоАП РФ ст. 32.2 ч. 1.3), with exclusions for drunk driving, repeat offenses, causing injury and similar.

Does filing an appeal cost anything?

An appeal under КоАП РФ ст. 30.3 is free of state duty. Filing it postpones the постановление's entry into force.

What happens if the fine is simply not paid?
