This is a bailiff's decision issued inside an already-open исполнительное производство, after the voluntary-payment window has passed. It blocks the debtor from leaving Russia while the enforcement debt is unpaid.
It can be imposed once the debt is over 10,000 ₽ for alimony, injury or moral-harm claims; 30,000 ₽ or more for other claims; or over 10,000 ₽ for other claims once 2 months have passed since the voluntary-payment deadline (ФЗ-229 ст. 67 ч. 1-2).
For anyone who needs to fly out — especially foreigners — this is one of the most practically painful letters. The restriction is checked at the border and is not printed anywhere else, so many people discover it only at passport control.
Who sends it
The Федеральная служба судебных приставов (ФССП России) — the bailiff handling your enforcement case issues it; border control enforces it.

The deadline
No response window — the ban is effective until the debt is paid or the case ends.
